Existing studies show that delay can degrade teleoperation performance, increase workload, disrupt crew-ground coordination, and weaken common ground, but these effects vary with task structure, communication medium, and operational tempo. This paper reframes the problem as decision freshness, defined here as the operational validity of delayed supervisory input at the moment of local execution. From this premise, the paper develops a boundary framework that distinguishes three supervisory roles under delay: corrective, in which delayed input still improves immediate local action; advisory, in which input remains useful for interpretation, planning, constraints, or trend assessment but no longer reliably improves immediate correction; and historical, in which supervision primarily reflects a past state rather than the active operational condition. Drawing on delayed teleoperation, crew-ground communication, mission analogs, and multiteam coordination research, the paper argues that a task-dependent decision-freshness boundary provides a more operationally meaningful concept than a universal delay threshold.
