Abstract:

The evolution of matter in Metagalaxy, especially as regards evolution in the electromagnetic field of force up to the appearance or living matter and its evolution into intelligent beings, has
been interpreted previously [1,2,3,4] by introducing the concept of the soliton-like informational impulse. In this whole evolutionary picture. the flow of information and the connected evolution from non-living to living and intelligent matter are regarded as a cosmic phenomenon, and this paradigm allows a foundation to be set forth to discuss the possible presence of alien life, even that of a humanoid kind, in the Universe and to put forward a new conjecture about the so-called Fermi paradox [3].
