Abstract:

In the 1970s the European Space Agency (ESA) issued standards covering telemetry and telecommand. These standards were based upon NASA standards defined in the 1960s, centring around the use of Pulse Code Modulation (PCM) and designed with little regard to security and automation, in either on-board or ground systems.
