Abstract:

Since the very start of space activities, space Agencies have been committed to standards for data transmission and representation. In the majority of cases these were based on commercial de-facto standards from the data-processing industry. Problems were soon encountered however, when one space Agency tried to inter-operate with another i.e. one Agency was trying to use the facilities of another. Invariably the data standards were different and much effo1t was spent in writing conversion software.
