Abstract:

As establishing a permanent human presence on the Moon will be an expensive undertaking requiring tens of billions of dollars, it must provide the investors, the people of Earth, with definite benefits. With the end of the Cold War, these benefits may now be considered in economic and societal tem1s rather than in the traditional measures of politics.
