Abstract:

The rapid growth and complexity of technology, a new respect and acceptance of entrepreneurship, fewer failures of small businesses and the leadership role by universities to transfer and commercialize technology, have changed America’s position in the international scientific community. “Technology is the engine of progress and wealth creation.”[1]. In the United States (U.S.), for example, approximately $15 billion is spent for basic research in universities and government laboratories. It has taken about a trillion dollars over the past 40 years to build the technology infrastructure and systematic process illustrated in fig. 1.
