Abstract:
Even in ideal space settlements where everyone has gainful employment and economic means have been mastered to supply everyone with the resources they require, it is likely that some inhabitants will turn to criminality, through boredom, peer- pressure, a want of something they desire to have, a challenge, or because of insanity. This essay discusses a design and design philosophy for an extraterrestrial containment facility (Exoconfac) intended to maintain criminals under conditions where they can be made safe or carry out useful functions for the settlement during their period of incarceration.
