Abstract:

There are many fascinating destinations in the solar system worthy of human exploration. In practical terms, however, the Moon or Mars are the prime choices for near term since all other options are either too inhospitable or too distant by current standards to enable a successful piloted mission. Of the two, Mars will emerge as the ultimate goal of the early 21st century and that goal can most efficiently be reached via space stations and/or permanent lunar outposts. For the US, President Bush outlined an agenda for space travel in his July 20, 1989 speech commemorating the flight of Apollo 11. The President proposed a long-range, continuing commitment to space exploration.
