Abstract:

The long term development of telecommunications networks requires considerable planning and negotiation and a significant level of up-front investment. This occurs in a business environment where pay-back periods are relatively long and in an industry where it is becoming virtually impossible to predict accurately the technological, political and commercial developments over the lifetime of the systems, approx 20 years. Even so, companies need to develop forecasts upon which they can base commercial decisions.
