Abstract:

Earth-to-orbit transportation systems today rely on chemical rockets. To lessen the mass of launch vehicles and their payloads, many components are designed to operate with only small margins of safety, while the complexity of launch systems demands that most of these numerous components be extremely reliable, to assure that the system as a whole will be reasonably reliable.
