Abstract:

THIS PAPER OUTLINES ASSUMPTIONS for the activities of ESA during the 1980’s. The near term is naturally more concrete, but even the pattern for the later part of the decade can be identified in most spheres of activity with sufficient confidence to allow a policy to be defined and agreed.
