Abstract:

When considering a program such as the development of a lunar base, long term objectives must be considered from the outset if it is to be sustained indefinitely. If the objective of the program is only to land people and equipment on the Moon, as it was with Apollo, the project will be vulnerable to cancellation. Apollo, itself, was not cut because it was necessarily a bad program but because it could be cut. Its objectives had been met and there were few economic and political consequences to cancelling the program as it stood when budgetary priorities shifted.
